xGov v2.0.0 Release

xGov v2.0.0 release is now on mainnet, and proposals are now unpaused.
Here are the main changes:

• The minimum cap has been raised to 5 K Algo.
• The maximum cap has been raised to 300 K Algo.
• Voting sessions are now set to two weeks for all proposal sizes.
• The xGov quorum is now on a sliding scale.

• Acquired voting power derived from consensus participation;
• Enrolled as an xGov in this platform by paying the one-time enrollment fee.
