Your scenario indeed is possible.
A webapp can request any transaction to be signed to a user.
There is nothing at the wallet level that will check whether a given webapp is supposed to make a given transaction.

## Best way to assess if application would be possible on Algorand
To complement @Maugli's response, there are many ways of managing the accounts of the users so they don’t have to deal with mnemonics and secret keys.

Just to emphasize what @fabrice mentioned above - there is no guarantee that your node would see all the transactions which would go to the next (effective) block.
If the network is not congested, and your node has enough download bandwidth and you’re connected to relays that have seen the same set of transactions, your node may be able to view them.

## Why does Algorand need an API key
The API key is a way to control who has access to the node REST API.
Each request to the API comes with some CPU/disk/etc cost. Using a key allows the node operator to control who has access to the node.
