Can voting power be evened out somewhat between whales vs minnows by a save and cap system?

For example:

• Maximum number of votes accumulated and usable per period is 100.
• If you are a minnow and accumulate 30 votes, but nothing for current period is interesting, can abstain from voting and save for later.
